Bad service and mandatory gratuity

I really hate getting bad service. When I get bad service, and I can't reflect that in the tip I hate that even more. 2 of our people got scallops. 5 minutes after bringing everyone else's dishes the waitress comes back to inform the scallop people that their dishes are going to take a bit longer. After another 10 or so minutes she comes out with only one of the dishes. 10 minutes later she comes back to inform the last scallop person that his dish ticket was missed and his meal would be out shortly. Another 10 minutes go by, and she hasn't stopped by yet. Half our group has finished their meal, and the last scallop person hasn't even got his. Additionally, my water glass was empty for the majority of this time. Total bs. Another 5 minutes goes by and she finally brings the last meal, no apology, no comping of the meal, just the meal.

I hate mandatory gratuity. This was at Mikado at Burnet and 183.
